Well considered piece, Rodger. However, while I agree that Highland Council's decision is the one that should be stood by, we have to recognise that the Reporter to the Scottish Government is there for a reason - to prevent NIMBYism. So the Reporter takes a look at the evidence and decides (effectively) whether the criteria used have been properly applied. That seems fairly reasonable to me, and it rather reflects the principle of compulsory purchase where a development which will have an effect upon the lives of many is thwarted by a few.

To my mind, and I don't live in Inverness, so it is an opinion which I would not be petitioning anybody about,16 houses does not represent something like a compulsory purchase. Land around Inverness is not so scarce as to warrant that. Somewhere else could be found.

On the other hand, why stop a perfectly reasonable development which is not going affect the monument, and will stop the creep of development elsewhere? I'm not sure I buy the notion of creeping development - in this case - others may have other merits.

There is a question over why the NTS felt it appropriate to challenge something which RCAHMS and Historic Scotland had consented to. There's probably quite a lot can be said about that in a wider context, but probably best not here.

In the final analysis, I believe that the Council's decision should have been respected. But, it's not like the development proposers are dealing with a neighbour dispute, here. It's the NTS, who have access to an awful lot of resources, and an implied position of righteousness as a starting point. Perhaps if they were rather more considered in their general stance on things, they might deserve that axiomatic respect. As it is, it is all too easy to feel that an organisation which is national (i.e. is not local) is able to have a vastly disproportionate effect on local matters as a national body. One must then ask why a national body is allowed to stand up unopposed by a complementary opposition in the form of the government. NTS does not act locally, and needs to consider that before it wields the guilt trip, and asks people from around the globe to march into a battle they have very little to do with.
